Day 2: Risks and benefits of Preferential Rules of Origin, Certificates of Origin, group exercises

Session II: A remedy for the “spaghetti bowl effect”; Preferential rules of origin from an EU perspective – why should they be harmonized? |

The European Commission, being the main body for the negotiations for new preferential rules or origin in EU agreements, will give us an introduction on their work and their dialogue with business when drafting new preferential rules of origin. The session includes Q & A.

Session III: Benefits & Risks of preferential rules of origin |

The session will cover the precautions that business might have to take, when applying for preferences under different preferential schemes (such as the GSP) or under various FTAs. We will look upon benefits but also risks and the repayment procedures that are available. The lecture will be followed by Q & A.

Session IV: Short recap on the basic concepts of rules of origin, Group exercise |

This session will give a short recap on the basic elements as well as give an introduction to the certificates of origin. Group exercise on the basics of Rules of Origin.

Session V: Exercise on rules of origin and its basic components |

Workshop based on participants own “cases” (in beforehand provided to the organisers, anonymous if needed). Two or three cases are discussed and proposals for solutions are provided within the group, facilitated by WCO.
