Dr. Mohammad Abdulqader Al Redha

Director, Health Data & Information Analysis Department, Non-Resident Fellow, Mohammed Bin Rashid School of Government

Dr. Mohammad Al Redha is the Director of the Health Data and Information Analysis Department at the Dubai Health Authority. His main responsibility is to develop the necessary standards for implementing and managing the health information systems in the Emirate of Dubai. Before joining the Health Policy & Strategy Sector, Dr. Mohammad was a Research Fellow in Clinical Informatics at the Division of Clinical Informatics, Harvard Medical School in Boston (2008-2009). His main focus was redefining the standards of healthcare to meet international standards while creating a very patient-focused, research-enriched environment. Prior to joining the field of informatics, Dr. Mohammad was the Assistant Chief Operating Officer at Rashid Hospital – a 600 bed trauma facility serving Dubai since 1973. Dr. Al Redha is a graduate and postgraduate of the Royal College of Surgeons in Ireland and holds a Masters Degree (MSc) in Healthcare Management. He is also a member of the Mohammed Bin Rashid Program for Leadership Development Programme and a Fellow at the Dubai School of Government.



Mubaraka Mubarak Ali Ibrahim

Director, Health Information Systems Department, Ministry of Health, United Arab Emirates

Ms Mubaraka Mubarak Ali Ibrahim is the Director of Health Information Systems at the Minitry of Health, United Arab Emirates.



Dr. Amer Sharif

Managing Director, Education, Dubai Healthcare City

Dr Amer Ahmad Sharif drives medical education at Dubai Healthcare City (DHCC), the world’s largest healthcare free zone. He is responsible for the development, implementation and evaluation of Education and Research, one of DHCC’s four core areas of operation along with Healthcare, Investment and Regulatory.

In his capacity, he manages entities under the Mohammed Bin Rashid Academic Medical Center (MBR-AMC), DHCC’s dedicated academic complex, which is home to Al Maktoum Medical Library (AMML), and the Khalaf Ahmad Al Habtoor Medical Simulation Center (KHMSC). The MBR-AMC also oversees the Dubai College of Dental Medicine (DCDM) which offers masters’ programmes in collaboration with the Royal College of Surgeons of Edinburgh (RCSE).

Dr Amer is the project lead for the upcoming Mohammed Bin Rashid University of Medicine and Health Sciences, an institution that will offer undergraduate and postgraduate programmes in various disciplines.

He also advises on medical education events and conferences at the Mohammed Bin Rashid Academic Medical Center, and played an integral part in launching in 2014 the UAE Clinical Simulation Conference to introduce simulation training in medical education in the region. Prior to joining DHCC in March 2013, he was the Director of Healthcare Operations - Hospital Services Sector, Dubai Health Authority (DHA). He dedicated a substantial portion of his 10-year tenure to medical education and research projects in workforce development, handling roles including Health Systems Advisor, Director of Human Resources, and Director of Continuing Education Department.

An academic, he has authored and published several papers with a focus on the challenges of the UAE’s health system and health policy. He is also a regular speaker at industry events and guest lecturer. Dr Amer has a Medical Degree from the College of Medicine and Health Sciences (CMHS), UAE University, and a Master of Science (MSc) in Healthcare Management from the Royal College of Surgeons of Ireland (RCSI). He enjoys football, travelling and languages.



John Daniels

Global Vice President, Healthcare Advisory Services Group, HIMSS Analytics

John H. Daniels is Global Vice President of the Healthcare Advisory Services Group for HIMSS Analytics at HIMSS, a global, cause-based, not-for-profit organization focused on better health through information technology (IT).
Daniels has focused his experience in hospital administration and healthcare information technology. In his current role, Daniels leads HIMSS Analytics’ global healthcare advisory services team providing maturity model related products and services to healthcare provider organizations and government health authorities around the world, including HIMSS Analytics EMR Adoption Model assessment and validation activities.

Daniels currently serves on the American College of Healthcare Executives (ACHE) Board of Governors Examination Review Course faculty, and he has served as Adjunct Professor for the graduate program in health administration at Pfeiffer University and as a guest lecturer for Boston University teaching others about health IT issues and trends.
Before joining HIMSS Analytics, Daniels served as Vice President of Strategic Relations for HIMSS North America, and previously served as Senior VP and CIO at Evolvent Technologies, Inc., during which time Daniels was elected to the HIMSS Board of Directors where he served in both the Vice Chair and Financial Director positions. Additionally, Daniels served as CIO at the U.S. Air Force Academy Hospital, Vice President of IT Operations for Harris County Hospital District, and in other healthcare positions throughout his career.

Daniels holds a BS degree in Computer Science from West Texas A&M University, a MS degree in Health Services Administration from Central Michigan University, and a graduate certificate in Nonprofit Management from American Public University. He is a HIMSS and ACHE Fellow.



Shiraaz Joosub

Chief Executive Officer, Health-e-Solutions

Shiraaz Joosub in his 22 years as a professional has held senior, executive and director level positions in Strategy & Business Development, Hospital Design, Build, Commissioning and Operations Management, Enterprise Architecture, HIS Project Management, HIS Design and Development, Clinical Pharmacy Practice, Hospital Pharmacy Management, Drug Manufacturing, Retail Pharmacy, Healthcare Information Communication and Technology Tendering, Supply Chain Management, Scientific Research and Program Management in HIV/AIDS.

Recognized as the leading expert in healthcare enterprise architecture and digital design in the Middle East, Shiraaz has been engaged in world-­‐class projects in Europe, Middle East and Africa.

Having successfully completed projects in business and management consulting, healthcare IT, Supply Chain Management, Pharmacy, and hospital commissioning for a host of affiliates, he opted to explore his entrepreneurial spirit by starting Health-­‐e-­‐Solutions and focus on consulting engagements in healthcare, supply chain management and IT projects in the EMEA region.

As an MBA with qualifications in Clinical Pharmacy, Microbiology, IT, Healthcare, Business and Finance Management, Program Management and Enterprise Architecture, Shiraaz has been instrumental in leading successful deployment of best practice consulting engagements, HIS and specialty systems in Saudi Arabia, Australia, Kuwait, Qatar, Oman, UAE and South Africa. He has earned the respect as an esteemed professional within the region and is called upon regularly to provide assistance and guidance to reputed projects.

Shiraaz is a frequent guest speaker at national and international healthcare and IT conferences and serves as a member of advisory panels, conference producer and chairperson for numerous conferences in the Gulf Region.

The last 13 years seen Shiraaz develop a respected reputation amongst his peers in healthcare, business development and information technology within the GCC and as such has amassed a solid network of clients, partners and peers in USA, Australia, South Africa, UAE, Qatar, Kuwait, Oman, Bahrain, Jordan and Saudi Arabia.



Dr. Jonathan Teich

Chief Medical Informatics Officer, Elsevier

Dr. Jonathan Teich is the Chief Medical Informatics Officer for Elsevier, the world’s largest publisher of scientific and health information. He helps lead the vision, strategy, and design for knowledge-based tools and clinical decision support (CDS) supporting direct clinical practice and healthcare delivery. He is also a practicing emergency physician and assistant professor at Harvard, and leads clinical design for health information systems in developing countries with the OpenMRS Community. Dr. Teich founded the Clinical Informatics R&D department at Partners Healthcare, developing two generations of innovative electronic health records, CPOE and CDS systems.

Dr. Teich has authored over 100 publications including three books on CDS. He co-chaired the US Roadmap for National Action on Clinical Decision Support, and works with numerous government and industry panels in that field. He has been a member of the board of directors of AMIA, HIMSS, and the eHealth Initiative.
